Some notes at the beginning. Some of judges will specify criteria in advance, to which they will review the entries. Because I am not a judge, I reviewed the entries just like a solver. So I felt more freely while choosing entries to final result.
As the completion declared, making impossible moving for pawn from its basic position at vertical direction is necessary to have two pairs of paralyzed pieces.
Composers coped with it so, that they focused to its creating during solution process, or they were ready with it in advance. If there was impossibility to capture the pieces, so the many of composers solved this by check from its Circe field – as it was in theme examples – two entries author solved by another pair of paralyzed pieces [No 14 (Ka6-Ka4) and No 4 (Kf4-Ka2)].
I received for review overall 19 entries in anonymous form. I used 9 entries to results. There are submitted entries in the awards (prizes), where theme duplication was solved, and there are also entries submitted in honorable mentions, which interested me by its added themes.
I would like to thanks to Alexey Oganesjan – the organizer of tourney, for inviting me to judge this tourney on prestigious website superproblem.ru and many thanks for all participating composers for sent problems.
I also would like to congratulate to awarded authors. Authors of other entries to encourage them for sending their entries to other competitions, where the mentioned theme will be promoted and will make competitions more interesting.

Complete review for this entry by author himself: “Very strange Stalemate, with heavy pieces immobilized in the North-West corner! 8 Ps are promoted or reborn and, twice, a potential PICKANINNY is created! At the end 10 bP moves are illegal for self-check and no white piece is artificial: Ra6 made the 1st white move, Sd6 is a promoted P paralyzing Sc4, Bc6-Sf6-Sg6 guard g2-g4-h4! This DOUBLE IMPOSSIBLE PICKANINNY is combined with ALLUMWANDLUNG!
The most interesting and the best problem in the tourney!

Theme duplication. Thematic pawns bPe7 and bPg7 will move to its field during solving. Bd6, Sf6 and Sh6 can’t be captured for check of own king after breaking of paralyzed rooks wRa1-bRh1. Pair of paralyzed pieces wBb3-bBf7 is ready, three another pairs will arise during solving: wRa1-bRh1, wRa5-bRh5 and wQe4-bQh7.

Theme duplication again, so this time reached by using of third wR transformation of wPe7. In stalemate picture there are thematic pawns bPd7 and bPf7 on its positions, wRc6, wRe6, and wRg6 can’t be captured for check from its Circe field. Pair of paralyzed pieces wQg5-bQb5 is ready, new two wQh8-bQa1 and wBg3-bBb8 will arise during solving.

Everything is ready: thematic pawn bPd7, pair of paralyzed pieces wRa5-bRh5 and wBb4-bBf8, bKa3 and wSc6 and wSe6. Remains only to paralyzed bQe3 and two bP. Author used Madrasi rule for capturing of e. p. and for reaching of Valladao task just sufficed three white and two moves of black piece.

Thematic pawn bPb7 is although on its position, however during solving it moves after capturing and gets back to its position. For stopping of “rolling stones” there must be raised a pair of paralyzed rooks wRh5-bRa5 – after promotion of pawn bPa2 to rook.
Author: “Waiting move (2.b5) and Circe switchback by the thematic pawn, four additional impossible black pawn moves (5.d5/e5/g5/gxh5??), precise white pawn move at the end (4....f3? 5.b6!). Additional theme: in the diagram position Ra1 blocks Pa2, whereas in the final position it paralyses the rook promoted from the pawn”.

Here is nearly everything ready: thematic pawn bPb7 is on its position, wQa6 and wSc6, also is prepared a pair of paralyzed pieces wBe3-bBa7. Unusual is position of bKd2. Story goes on for anchoring of three pieces bQh4, bRe8 and bBd5 on fields a8-b8-c8. During solving is raised another pair of paralyzed pieces wRd5-bRa5.

The final position is stalemate and not mate because the wPd4 is paralysed according to the usual interpretation of the Madrasi rule.
Black would have 5.c4xd3 e.p.; hence the bPc4 is attacked (for one move) and therefore paralysed. Any black move instead (by Sd7 or Pg7) would, by foregoing the en passant capture unparalyse the bP, giving self-check, hence would be illegal.
